feat(deploy): add HAProxy blue/green stack for zero-downtime relay updates (#777)

* feat(deploy): add HAProxy blue/green compose stack

Two relays behind HAProxy with /readyz health checks, DNS re-resolution for
recreated containers, and option redispatch. Adds a rolling recreate script
that replaces one relay at a time so a ready backend always serves traffic.

* feat(relay): Redis stream fan-out for multi-instance live broadcasts

* fix(deploy): harden HAProxy rolling updates and client IP forwarding

* fix(app): avoid shutdown deadline TDZ on fast worker exit

* fix(deploy): address HAProxy and Redis fan-out review feedback

* fix(deploy): address HAProxy review — config, IP trust, fan-out readiness

* docs(deploy): HAProxy pre-flight check and readyz fan-out notes
