fix: address decentraland-bot review findings

- Retry only re-runs a collection when the last run ended without a verdict or an
  item was saved since it started (409 otherwise), so a creator can't reopen a
  curator rejection without changes; it validates the previous items plus the edited ones
- Serialize per-collection flows across instances with a Postgres advisory lock
  (polled, the connection is shared) on top of the in-process chain; the publish and
  changes hooks and the sweep take it too; 503 when another instance holds it
- Skip a sweep tick while the previous sweep still runs on this instance
- Require a committee member to change the assignee, unassigning included
- Cache the feature flags for 60 s and keep the last known value when a refresh fails;
  run the flag gate after auth on the new routes
- Rate limit the validations, appeal (30/min) and events (120/min) routes per address
- Cap rejectionMessage at 2000 characters and bound the callback schema
- Specs for the retry rule, the lock, overlapping sweeps, unassigning and the limits
