fix(server): cap request bodies at 64 KB and theme ids at 32 chars (#525)

Nothing bounded a request body, so Bun's 128 MB default applied. Every
route takes a small JSON body, so a global hono/body-limit of 64 KB now
answers 413 well above anything the client sends.

imageTheme and profileCardTheme were unbounded strings stored as-is. Both
are short ids, so they now cap at 32 characters like the other settings
fields.
