fix(dsql): tolerate IF NOT EXISTS, order domain drops

CREATE INDEX ASYNC IF NOT EXISTS succeeds and returns no job_id when
the index is already there, so a re-run of the migration that created
it reported a failure. Take the missing job_id as nothing to wait on
for that form alone; every other async statement still has to hand one
back.

DROP DOMAIN carries no CASCADE on DSQL and the domains were dropped in
catalog order, so a base domain dropped ahead of the domain built on it
ended Drop. Read each domain's immediate base from pg_type and drop
dependents first.
