Use vYYYYMMDD-<hash> format for GIT_TAG in image and chart builds

Drop the base git tag and commit count from GIT_TAG so that built container images and Helm charts consistently use the vYYYYMMDD-<hash> format (e.g., v20260930-72f78de instead of v20260930-v0.10.0-86-g72f78de).

- Pass --match="" to git describe and prefix with the UTC date (vYYYYMMDD-) when computing the default GIT_TAG in Makefile and hack/push-chart.sh.
- Normalize incoming Cloud Build GIT_TAG values matching vYYYYMMDD-<tag>-<count>-g<hash> by stripping the intermediate <tag>-<count>-g segment.
