[fix] Reused subnet division whitespace #753

Updated subnet division rule handling to allocate child subnets from the
lowest compatible free range in the master subnet. This ensures that
deleted subnet allocations are properly reused rather than only
assigning new subnets at the end of the available space.

Closes #753
