[change] Added free child subnet allocation #753

Added the `get_available_subnets` method to `AbstractSubnet` to yield
unoccupied direct-child CIDRs in ascending address order. This generator
allows callers to efficiently find required subnet candidates without
generating a full list of all available choices.
