feat(events): emit RecordDeleted using the registry resource label (#6766)

* fix(events): accept RecordDeleted in --events-emit

The --events-emit help text advertises RecordDeleted, but the allowlist in
WithEmitEvents only matched RecordReady and RecordError, so the reason was
dropped and the event could never be enabled.

Deleted records come from the registry and carry no source object reference, so no delete event could ever be emitted. Revert accepting RecordDeleted, remove the dead delete branch and stop advertising it.

* feat(events): emit RecordDeleted using the registry resource label

Deleted records come from the registry and carry no source object
reference, so no delete event could be emitted. Rebuild a UID-less
reference from the registry `resource` label (`kind/ns/name`) and emit
the event in that namespace. Records without the label are skipped.
