Add optional Lua check_join hook for new members (#469)

Legacy markdown copies a link label verbatim up to the first "]" and
applies no escapes inside it, so markdownV1LinkLabel removes "]" and
escapes nothing else. Used by ReportUserBan and reportedUserMD. Also
warn plugin authors not to call check_join by global name.

* fix: log join check results, make joinBanCause a listener method

OnJoin logs the check results like OnMessage and warns on a failed check, so a
check_join that errors at runtime is visible. joinBanCause becomes a
TelegramListener method, and the deleteAndBan comments name join bans next to
reaction bans as the msgID 0 case.
