Use each group's own revision for size and subdomainPolicy

During a rollout that changes size or subdomainPolicy, the pod controller checked old groups against the new values. Going to size 1 skipped worker handling for old groups, Shared to UniquePerReplica tried to create a per-group service that collides with the shared one, and under RecreateGroupAfterStart any size change made old groups look like they were still starting.
