Validate name lengths for groupIdentity Hash

Hash worker StatefulSets are named after the leader pod, which adds up to 17 characters to the LWS name, and their pods get an 11 character controller-revision-hash suffix on top. The LWS webhook did not check this and the DisaggregatedSet webhook used the Ordinal math, so long names were admitted and then failed to create pods. Cap LWS names at 35 characters for groups larger than 1 and 54 otherwise.
