ci: support merge queue with merge_group triggers

Trigger the Rust, Nix, bootloader, and DCO workflows on merge_group
events so that their checks also run on merge queue branches.

merge_group does not support on.<event>.paths, and a workflow skipped by
path filters never reports its required checks, which would block the
merge queue. Replace the trigger-level path filters with a `changes` job
based on dorny/paths-filter and gate the build jobs on its outputs, so
that they are skipped (and reported as successful) when nothing relevant
changed. The bootloader workflow still builds unconditionally for
workflow_dispatch and workflow_call (used by the release workflow).

The DCO check falls back to github.event.merge_group.* for the commit
range, since the pull_request fields are empty on merge_group events.
