jlip: handle negative VTR counter and add HR-S9600EU notes

When the tape is rewound past 0:00:00, the VCR shows a negative counter
(for example -2:19:15) and sets bit 0x40 of the minute byte as the minus
sign. VTRModeResponse read the raw byte, so the minute was reported as 83.
The flag is now masked out of the minute and exposed as
VTRModeResponse.counter_negative, and the repr shows the sign.

Also document findings from a European HR-S9600EU: J-terminal wiring,
serial settings, PAL bit versus NTSC tapes, NTSC detection from the
counter speed, and the results of a query scan.
