feat: Serve v2 configs in the CDS server

The CDS server stores and serves v2 configs: the config store, the
watch patchers, the license status and the OpenAPI type mapping move
from pkg/apis/v1 to pkg/apis/v2, and a config list says "v2". A deleted
config is announced with the client's own zero config. The client is
unchanged: it accepts v1 and v2 and returns v2, so stunnerd keeps
loading v1 config files, while everything the operator publishes is v2.
