Narrow the file scheme category of the conformance report (#1960)

<!-- Thank you for your contribution! -->

## What do these changes do?

Replaces the catch-all "file scheme" category of the conformance report
with categories that name the cause: "Windows drive letter" (`C|`, `C:`,
`/c|/`, drive letters inherited from the base, and lookalikes such as
`C|a` that WHATWG must rule out), "file host that WHATWG rewrites"
(`localhost` and ports) and "empty file path" (`file:`, `file:?q=v`,
`file://test`). The remaining file inputs fall through to "backslash
read as a slash" (`\\server\file`) and "special scheme without an
authority" (`file:a`, `file:test` against a file base), so no generic
file fallback is left.

Only categorisation changes. With the category column stripped, every
row stays in the same section. Three rows (`//d:`, `//d:/..` and `//C:/`
against a file base with a drive letter) move from "other" to "Windows
drive letter", since the old predicate only looked at the base when the
input had no colon.

Follows the same approach as #1959.

## Are there changes in behavior for the user?

No, this only touches the report generator under `tools/conformance/`.

## Is it a substantial burden for the maintainers to support this?

No; three small predicates next to the existing ones.

## Related issue number

Follow-up to #1959.
