Move IBMTestCase* asserts to methods (#3410)

### Summary

Move the `assertFoo` methods for the TestCases in
`test/ibm_test_case.py` into separate functions:
* for the asserts shared by several tests, place them in `asserts.py`
files, with the original methods calling them
* for the asserts that were specific to a `test_foo.py` file, move them
to the specific files as method (removing `IBMBoxedCircuitTestCase` and
`IBMEstimatorPrepareTestCase` in the process)
* a small bit of rewriting in a couple of them

This prepares for further steps at #3408, while maintaining the
functionality and the leaf tests mostly untouched.

### Details and comments

The main motivation of _not_ removing `IBMTestCase.assertFoo` yet is for
avoiding noise - aiming at follow-up PRs for it.
