Clean up the pre-commit config (#292)

- Run mypy as a local hook with `uv run mypy .`, so it works without an
  active venv and checks the whole project with the [tool.mypy] config,
  like CI.
- Remove requirements-txt-fixer, the repo has no requirements.txt.
- Use the ruff-check and ruff-format hook ids, only on Python files.
  Ruff 0.16 formats Markdown by default.
- Add the uv-lock, end-of-file-fixer and trailing-whitespace hooks, and
  fix the files they flag.
- Use `select` instead of `extend-select` for ruff. Ruff 0.16 enables
  413 rules by default (59 before), and `select` keeps the current rule
  set.
