Document 2026_W39 encoding volume vintage (#129)

* Add h5-to-npz conversion and release runbook for encoding volumes

Adds convert_h5_encoding_volume_to_npz() to bridge the new sparse
row-list .h5 output of ea-encoder-channel to the legacy dense .npz
schema download_encoding_volume() expects, and documents the release
process (2026_W39 published as the first vintage using this path).

* Move h5-to-npz conversion out of the package, restrict this PR to docs

The conversion is a one-off release step, not library code other code
calls, so it now lives in ibldevtools/olivier/2026-09-24_release_encoding_volume.py
instead of ephysatlas/data.py. This PR is now docs-only.

* Move release runbook to paper-ephys-atlas, keep W39 vintage doc update
