ci: sync component CRDs in release PRs (#3308)

## Summary

- Add `crdSourceLocation` and `crdTargetLocation` to
`hack/release.yaml`. CRD sync runs only when both are set; either field
alone or neither field skips it.
- Sync CRDs from tagged component repositories into existing numbered
state manifests, matching the complete filename after the numeric prefix
and preserving each target's license header and index.
- Enable sync for NV-IPAM, NIC Configuration Operator, and Spectrum-X
Operator. Keep chart sync independent so components without a chart can
still sync CRDs.

## Validation

- `python3 -m unittest discover -s hack -p 'test_sync_component_crds.py'

- Local sync against copies of all three state manifest directories and
their component sources
- Ruby YAML parse of workflow and release metadata
- `go run github.com/rhysd/actionlint/cmd/actionlint@v1.7.10

- Verified the three component release tags and their CRD source
inventories on GitHub
