chore(msrv): document policy and tighten MSRV checks (#887)

Documents glam's MSRV policy and extends the MSRV check to build all of
glam's own features.

- README, crate docs and CONTRIBUTING now state the policy: raising the
MSRV is treated as a non-breaking change, and optional dependencies are
exempt from the MSRV.
- Renamed the "Optional features" docs section to "Optional
dependencies" so it is distinct from glam's own feature gates.
- Trimmed the MSRV feature set to glam's own features and added `cuda`
and `nostd-libm` checks. The no_std checks no longer pull in optional
dependencies.
- Routed scalar `abs`/`signum` through the math module so glam builds
no_std on 1.68.2.

Verified with `cargo run -p ci -- msrv`, `cargo fmt --check` and `cargo
run --release -p codegen -- --check`.
