ci: add PHP 8.6 as an experimental job

The PHP versions action only lists 8.6 as a nightly, so add it to the
matrix by hand, with WP latest and highest dependencies.

Some dev dependencies cap PHP at ~8.5.0, so experimental jobs ignore
upper PHP bounds when installing.
