Use client.Apply for server-side apply in the LWS controller (#1109)

serverSideApply converted the apply configuration to unstructured and
sent it through Patch with the client.Apply patch type, which
controller-runtime deprecates in favor of client.Client.Apply(). The
generated apply configurations from client-go implement
runtime.ApplyConfiguration, so pass them to Apply directly with the lws
field owner and forced ownership, which keeps the field manager and
conflict behavior unchanged and drops the unstructured round trip and
the nolint.

Update the two error-propagation tests to intercept Apply instead of
Patch, and correct the doc comment on
constructWorkerStatefulSetApplyConfiguration, which builds the worker
StatefulSet, not the leader one.
