Move project metadata from setup.cfg to pyproject.toml (#1954)

## What do these changes do?

Port of aio-libs/frozenlist#644, aio-libs/aiohttp#11643 and
aio-libs/frozenlist#861. The `[metadata]` and `[options]` sections of
`setup.cfg` become a PEP 621 `[project]` table in `pyproject.toml`, with
the setuptools-specific bits (dynamic version and readme, package
discovery, package data) under `[tool.setuptools]`. The obsolete
`zip_safe` flag is dropped. `setup.cfg` keeps `[bdist_wheel]`, `[pep8]`
and `[flake8]`.

The second commit adopts PEP 639: the license is declared as the SPDX
expression `Apache-2.0` and `license-files` lives in `[project]`, which
moves the build-time `setuptools` floor from 47 straight to 77.0 (that
also covers the 67.0 needed for Python 3.12) and leaves the build log
free of `SetuptoolsDeprecationWarning`.

Only in the generated distribution metadata:

`LICENSE` and `NOTICE` now ship under `*.dist-info/licenses/` instead of
at the `*.dist-info/` root. Classifiers, `Requires-Dist`,
`Requires-Python`, `Keywords` and the long description are
byte-identical, and so is the set of code files in the wheel. Building
from source now requires `setuptools >= 77.0`.

## Is it a substantial burden for the maintainers to support this?

No; it removes a second place packaging metadata can live in.
