Move project metadata from setup.cfg to pyproject.toml (#1646)

## What do these changes do?

Declare the project metadata under PEP 621 in `pyproject.toml`
instead of `setup.cfg`, porting the same move already made in
frozenlist (aio-libs/frozenlist#644) and aiohttp
(aio-libs/aiohttp#11643). Both `[metadata]`/`[options]` blocks move
across; with them gone `setup.cfg` held only the `[bdist_wheel]
universal = 0` flag, which has been the default since Python 2 support
was dropped, so the file is removed.

One trap worth calling out: a `[project]`-configured build has
setuptools default `include_package_data` to true, unlike the
`setup.cfg` default it replaces. Left alone that pulled every file
`MANIFEST.in` grafts into the sdist into the wheel as well, including
the internal `_multilib/*.h` headers and the C sources. It is pinned
back to false, and the built wheel's file list is byte-for-byte the one
`master` produces.

The metadata diff is the same shape as frozenlist's:

The `setuptools` floor moves from 47 to 67.0, matching frozenlist, and
`license` stays a TOML table with `license-files` under
`[tool.setuptools]` for the same reason frozenlist kept it there: going
to PEP 639 needs `setuptools >= 77`, which is worth leaving for a
follow-up so distributors have time to catch up. setuptools does warn
about both of those today, with a 2027-Feb-18 deadline; happy to jump
straight to PEP 639 here instead if you would rather not land the
warnings.

`.github/CODEOWNERS` and the versioning note in `RELEASE.md` are
updated to point at `pyproject.toml`.
