Move project metadata from setup.cfg to pyproject.toml (#312)

* Move project metadata from setup.cfg to pyproject.toml

Port of https://github.com/aio-libs/frozenlist/pull/644 (and the
dependency half of https://github.com/aio-libs/aiohttp/pull/11643,
which is a no-op here since propcache declares no runtime deps).

Declares the packaging metadata in a PEP 621 [project] table and drops
the obsolete zip_safe flag. setup.cfg keeps only the bdist_wheel,
pep8 and flake8 sections.

Bumps the build requirement to setuptools >= 67.0, the minimum with
working Python 3.12+ support, matching frozenlist.

* Add news fragment for the PEP 621 metadata move

* Adopt PEP 639 SPDX license metadata

Port of aio-libs/frozenlist#861: declare the license as the SPDX
expression `Apache-2.0` and move `license-files` into `[project]`,
which requires bumping the build-time floor to `setuptools >= 77.0`.
