Adopt PEP 639 SPDX license metadata (#861)

Replace the deprecated `license = {text = "Apache-2.0"}` table with the
PEP 639 SPDX expression form and move `license-files` from
`[tool.setuptools]` into `[project]`, where setuptools reads it as a
standard field rather than a tool-specific fallback.

This requires setuptools >= 77.0 at build time, so the `[build-system]`
floor moves up from 67.0; the stale TODO comments that tracked the
pending bump are folded into a single note.

Generated metadata is now Metadata-Version 2.4 with
`License-Expression: Apache-2.0`, and the license file lands in
`*.dist-info/licenses/LICENSE`.
