SharedMessageWindow: shut down on AppDomain unload; release notes for the first release of a minor version

In a non-default AppDomain (xunit/vstest on .NET Framework) the unload aborted the window thread in GetMessage and the ThreadAbortException escaped through the user32 callback, crashing the process. The window now also shuts down on DomainUnload (same timeout, not recreated), and on .NET Framework the window procedure runs in a finally block so a still-arriving abort is raised in the message loop instead of inside the callback. Tests unload a domain with an idle and with a busy window thread.
The release job uses the '## [x.y.0]' / '## [x.y]' changelog section for the first release of a minor version, because the patch number comes from the git height and isn't known when the changelog is written.

Non-interactive tests: 415 on net480, 413 on net10.0-windows.
