Name the RFC side of the conformance report RFC 3986+3987 (#1952)

## What do these changes do?

Names the RFC side of `tools/conformance/REPORT.md` *RFC 3986+3987*
instead of *RFC 3986*. Since #1949 the oracle checks RFC 3986 for URIs
and RFC 3987 for IRIs, and that pair is the baseline of the RFC mode.
The section names, the table column, the disagreement pairs and the
intro change, and so do the rules in `AGENTS.md` that quote the section
names. Places that mean RFC 3986 itself (section 6.2 normalization, the
Standards table) keep it.

The rename was pushed to the #1949 branch after it was merged, so it is
split out here. No case moves between sections; only labels change, plus
the category of a few rows, since the "characters outside the grammar"
category now checks the IRI grammar.

## Are there changes in behavior for the user?

No, only the conformance tooling, the generated report and the
contributor notes change.

## Is it a substantial burden for the maintainers to support this?

No.
