Add api/registry changes for API mock devices, split registries (#3404)

### Summary

Preparation for #3397, by:
* updating the `api/` layer with support for the new flags
* updating the registries with support for the new flags
* additionally, split up the `registries.py` file, as it reached a
relative large size

### Details and comments

Changes should not affect functionality - the flags are `False` by
default, and not exercised yet.
