Build with a TLS backend so sslmode=require works (#7)

sqlx was built with default-features = false and no TLS
feature, so every sslmode=require connection failed. Enable
rustls + ring through pgmon features (bundled Mozilla roots
by default, host trust store optional), report the backend
in --version and check-config, and fail the build when no
backend is selected.
