fix: align ranges with the IANA special-purpose registries (#36)

* fix: align ranges with the IANA special-purpose registries

Checked every entry of the IANA IPv4 and IPv6 special-purpose registries
at its first and last address:

- 169.254.0.0/16: whole block (was 169.254.1.0 - 169.254.254.255)
- 192.88.99.2/32: 6a44-relay anycast (RFC 6751)
- 64:ff9b:1::/48: local-use NAT64 (RFC 8215)
- 100:0:0:1::/64: dummy IPv6 prefix (RFC 9780)
- 5f00::/16: SRv6 SIDs (RFC 9602)
- fec0::/10: whole deprecated site-local block (was fec0::/16)
- 3fff::/20: documentation prefix narrowed from /16

All are "Globally Reachable: False" in the registries. 192.88.99.2 and
64:ff9b:1::/48 are left out of site scope, like 64:ff9b::/96.
