Add public API surface snapshot tooling

Adds tools/snapshot-api.js, which uses the TypeScript compiler API to emit a deterministic, sorted manifest of the npm module's public exports (resolved from the generated src/index.ts barrel). Implementation bodies, comments and long string literals are stripped so the manifest captures API shape only and stays stable across TypeScript versions.

Commits the initial api-surface.txt snapshot (1295 exported symbols) and adds the snapshot:api script, enabling API surface comparison across branches/releases: git diff <branchA>..<branchB> -- api-surface.txt
