feat(metrics): add option to report statsd summaries as histograms

ReportSummary always sends a millisecond timer (|ms), so Datadog tags
nanosecond metrics like response_time_ns and handler_delay_ns with the
millisecond unit and reapplies it on ingestion, overriding manual fixes.

pitaya.metrics.statsd.summaryashistogram (default false) makes the statsd
reporter send summaries as histograms (|h) instead. Default behaviour is
unchanged, since some statsd backends (e.g. statsd_exporter) rescale |ms
values.
