CI release: don't fail when the version tag doesn't exist yet

git rev-parse --verify exits with 1 for a missing tag (the normal case), and GitHub's pwsh wrapper ends each step with the last native exit code, so the 'Determine the version' step failed. Reset LASTEXITCODE after the check.
