Fix Meson custom assertion handler option (#590)

Fix the Meson assertion-handler option to define
`SQLITECPP_ENABLE_ASSERT_HANDLER` for the library and its consumers.
Require a static library when the option is enabled, since the
application supplies the handler and the shared library cannot resolve
it at link time.

Validation: Meson static build with `SQLITE_ENABLE_ASSERT_HANDLER=true`;
unit suite passes. The shared configuration now reports the
static-library requirement during setup.
