CP-314162: gpu_partition_lifecycle: total outcome table

Add outcome_of, mapping each of nine VM lifecycle transitions to its
outcome for a vGPU's pair of GPU partition references. Nothing calls it
yet.

The card-level equivalents are maintained at six independent sites, each
deciding for itself what a lifecycle event means, and the same decisions
are now needed per partition.

The transition type is closed and matched exhaustively, so a new
transition cannot be added without deciding its outcome. With no
partition chosen, no reference is written, matching the two sites that
need one: one raises before writing, the other is skipped.
Release_suspended is the single intended departure from card-level
behaviour: a suspended VM keeps its partition.

The type is named outcome rather than effect because effect is a
reserved keyword from OCaml 5.3 onwards.
