ci: build yarl without Cython line tracing for the aiohttp tests (#1945)

## What do these changes do?

The aiohttp CI job has failed on master since #1808. All aiohttp tests
pass, and then pytest-cov crashes with an `INTERNALERROR`: coverage
cannot find the source file `yarl/_quoting_c.pyx`.

Editable yarl builds default to Cython line tracing. Before #1808, that
tracing went through `sys.monitoring` on Python 3.13 and recorded
nothing. #1808 adds `-DCYTHON_USE_SYS_MONITORING=0`, so the tracing now
records lines. aiohttp's coverage run then tries to report on
`yarl/_quoting_c.pyx`, which is not in the aiohttp checkout.

The aiohttp job does not need yarl's coverage, so it now installs yarl
with `--config-settings=with-cython-tracing=false`, as the CodSpeed
workflow already does.

## Are there changes in behavior for the user?

No, CI only.

## Is it a substantial burden for the maintainers to support this?

No, it is one flag in `.github/workflows/aiohttp.yml`.
