Feat/add annotations on sensor page (#2570)

* ui/sensors: add labels for visible sensor data

Context:
- Sensor users need to mark a chart interval with a custom label.

Change:
- Add the sensor annotation form, read the zoomed time interval, and refresh annotation overlays after saving.

* tests/ui: cover sensor annotation access and ranges

Context:
- The new sensor form depends on permissions, chart zoom, and user attribution.

Change:
- Assert panel visibility, zoom interval calculation, and default user source attribution.

* docs/sensors: explain labeling a chart interval

Context:
- Sensor users need guidance for labeling a small belief range.

Change:
- Describe the Annotate panel, mouse zoom, date range fallback, and user data source.

* docs/changelog: announce sensor page annotations

Context:
- The new sensor annotation form is a user-facing feature.

Change:
- Add an entry under New features for the visible-range label workflow.

* ui/sensors: name the visible range helper plainly

Context:
- Review feedback identified a clearer name for the chart range helper.

Change:
- Rename the sensor annotation range helper to visibleRange.

* tests/ui: name both sensor panels in view tests

Context:
- Review feedback asked for test names and descriptions to cover both panels.

Change:
- Rename the permission tests and make their docstrings describe Forecast and Annotate.

* tests/ui: cover sensor annotation access and ranges

Context:
- The new sensor form depends on permissions, chart zoom, and user attribution.

Change:
- Assert panel visibility, zoom interval calculation, and default user source attribution.
