Allow Final on local variables (#799)

We allow the local variables to be declared as ``Final[...]``, *e.g.*,
``own_texts: Final[Sequence[str]] = self.texts``. Such a variable can
neither be re-assigned nor mutated, and the read-only-ness is deep, as
for the read-only arguments.

We require the read-only spelling of the containers beneath ``Final``,
``Sequence[...]`` and ``AbstractSet[...]``, so that mypy agrees with us.
We refuse ``Final`` in the loop bodies, as mypy does.

C++ declares the variables as ``const``, Java as ``final``, and Python
keeps ``Final[...]``. TypeScript already uses ``const``, while C# and Go
have no read-only locals.
