* fix: match Teredo addresses with an explicit zero second hextet

The 2001::/32 pattern only accepted the compressed form (2001::…), so a
real Teredo address such as 2001:0:4136:e378:8000:63bf:3fff:fdd2 returned
false. The second hextet of a Teredo address is zero but the server IPv4
that follows is not, so the zero run is a single group and the canonical
serialization keeps it as 2001:0:… rather than compressing it.

Add a second pattern for the 2001:0:… form, accepting 1-4 zero digits for
the hextet, and add fixtures for the compressed-zero, uncompressed-zero,
and upper-bound cases.

* docs: one comment per Teredo regex
