Constant folding: startup dispatch only reaches classes that exist (#1339)

The analysis that decides whether a package constant may be folded assumed a method call at startup can reach every implementation of that method. One function reference taken at startup (ClosureForGroups' Filter) therefore reached every closure of the map, and every constant those read counted as read before its write. A method call now reaches an implementation only once code that has run allocates its class or a subclass; an implementation whose class does not exist yet waits until an allocation makes it live.
