fix: Prevent the agent from crashing if clean temp folder fails and fall back to manual delete on ERROR_INVALID_FUNCTION / STATUS_NOT_IMPLEMENTED (#2354)

* windows: fall back to manual delete on ERROR_INVALID_FUNCTION

Removes the os.Exit(1) call after a failed tmp-folder cleanup so a
cleanup failure no longer crashes the agent on startup, and adds a
manual recursive-delete fallback for the case where os.RemoveAll
fails with ERROR_INVALID_FUNCTION.
