feat(azclient): bump armnetwork to v12 and make ServiceGateway updates synchronous (#11046)

armnetwork v12 (API version 2026-01-01) models ServiceGateway
updateAddressLocations and updateServices as synchronous actions that
answer 200 OK. That matches NRP, which completes both inline and always
returned 200. Up to API 2025-07-01 the spec declared them long-running
202/204 operations, so the v9 client rejected NRP's 200 as an error.

- Bump github.com/Azure/azure-sdk-for-go/sdk/resourcemanager/network/armnetwork
  from v9.0.0 to v12.0.0 and update imports, client-gen annotations,
  generated clients, mocks and the Makefile scaffolding commands.
- servicegatewayclient: call the synchronous UpdateAddressLocations and
  UpdateServices instead of polling. A 200 that names an error code in
  x-ms-error-code or the body is still returned as an error.
- Update recorded test cassettes from api-version 2025-05-01 to
  2026-01-01 for Microsoft.Network requests.
- armnetwork v12 constructors reject an empty subscription ID, so
  NewClientFactory now fails when no subscription is configured. Update
  the generated factory specs to set a subscription and add specs for
  the new behavior.
