Use RapidFuzzMatcher via updated HDX Python libraries (#17)

* Use RapidFuzzMatcher via updated HDX Python libraries

Require hdx-python-pipelineutils 0.0.7, hdx-python-country 4.2.1 and
hdx-python-utilities 4.2.0, which make RapidFuzzMatcher the default
fuzzy matcher and scope admin lookups by parent names when parent codes
are blank.

Add per admin level AdminLevel config:
- "ETH|South Ethiopia" maps to ET07 (SNNP). RapidFuzz otherwise matches
  it to South West Ethiopia (ET11).
- "ET0101|maekel adiyabo" is not fuzzy matched, avoiding a false p-code
  mismatch with another Adiyabo woreda.

Regenerate test fixtures.

* Raise hdx-python-country floor to 4.2.2
