This PR adds the test requirements README and metadata for **RT-1.37: BGP AIGP Feature Support and Precedence**.

* (A) `feature/bgp/otg_tests/bgp_aigp_test/README.md`
  - Define test topology (`dutdutate`), scale parameters (1,000 IPv4 and 1,000 IPv6 prefixes), procedure subtests (`RT-1.37.1` through `RT-1.37.6`), canonical OpenConfig JSON blocks, and OpenConfig path coverage for BGP AIGP feature support and precedence.
* (A) `feature/bgp/otg_tests/bgp_aigp_test/metadata.textproto`
  - Add test metadata (`plan_id: "RT-1.37"`, `testbed: TESTBED_DUT_DUT_ATE_2LINKS`).
* (M) `testregistry.textproto`
  - Register `RT-1.37: BGP AIGP Feature Support and Precedence`.
