feat: Motion 13.4.5 parity with LayoutGroup node groups (#487)

* docs(plans): add Motion 13.4.5 upstream parity plan batch

Plans for porting Motion 13.4.5 React-side changes (pan final move,
snapToCursor, Reorder guard), presence characterization, LayoutGroup
node-group parity, and the dependency bump.

* fix(reorder): clear the swap guard only when values change

Port Motion 13.4.5 Reorder.Group: the guard set when onReorder fires is
released by an effect on values instead of the next animation frame, so
an asynchronously applied order no longer triggers duplicate onReorder
calls. Adds the deferred-apply demo page and e2e port of upstream's
reorder-transition spec.

Port Motion 13.4.5's animate-presence-transition-exit scenario (#3856)
for sync and popLayout at three add timings. Our clone-exit model has no
diffed-children state, and the cases pass as a parity tripwire.

Port Motion 13.4.5 PanSession: a pointermove still waiting for its frame
when pointerup arrives is applied before the session ends, so dragged
elements rest at the release point and release velocity includes the
final segment. History timestamps use time.now(). Adds the
release-before-frame demo page and upstream e2e port.

the pointer's client point and the element's live box through
transformPagePoint, instead of pairing the raw page point with a cached
