refactor!: replace minio with rustfs in ci and local development (#158)

* fix(ci): replace minio with rustfs in the cypress job

MinIO has archived its open-source repository and removed the
minio/minio and minio/mc images from Docker Hub, so the Cypress job's
minio/minio:edge-cicd service no longer pulls. The Quay mirror rejects
anonymous pulls, and dl.min.io answers 410 for the mc client that
created the bucket.

Run RustFS 1.0.0 as the S3 service instead, pinned by digest to satisfy
the zizmor unpinned-images audit, and wait on its readiness endpoint.
Create the bucket with the AWS CLI already on the runner, and apply a
CORS rule for http://localhost:8000 so Livewire can upload directly
from the browser with signed PUT requests. The S3 credentials move to
workflow-level S3_USERNAME and S3_PASSWORD variables shared by the
service and both steps, and the unused RustFS console is disabled.

The zizmor artipacked ignore for the lint job's checkout moves from
line 209 to 211, since the new variables shifted it.

* refactor(storage)!: migrate local development from minio to rustfs

MinIO's open-source edition is no longer maintained, so move local
development onto RustFS, which Herd now ships as a service.

herd.yml provisions Herd's rustfs 1.0.0 service, and .env.example
points AWS_ENDPOINT at the service's HTTPS domain. AWS_URL now includes
the bucket name, matching Herd's documented configuration, so
Storage::url() builds correct path-style URLs.

RustFS sends no CORS headers until a bucket rule exists, unlike MinIO,
which allowed every origin. Livewire uploads directly from the browser
to the bucket, so the installation guide now has developers save the
console's default Bucket CORS rule. It also notes that Herd publishes
RustFS 1.0.0 only for Apple silicon.

The S3 disk's minio_console key becomes console_url, read from
S3_CONSOLE_URL. It no longer falls back to a stale Homestead address,
so the administration panel's console link, now "RustFS Cons... (continued)
