build: move to rman, github-actions@v3 and the shared preset

The whole toolchain comes from `@panates/rman-preset` now, so `.rmanrc.yml` is one
line and the root scripts that reimplemented it are gone: `build`, `postbuild`,
`lint`, `check`, `format`, `clean*`, `qc` and the `version` hook that drove
auto-changelog. `rman build` runs check -> lint -> clean -> tsc and then writes the
build directory's own package.json and copies README/LICENSE into it, which is what
`postbuild.cjs` did by hand; the preset stamps `build/constants.js` from
package.json, which is what its version-rewriting line did - and that line had been
dead for some time, since it looked for a `version = '1'` the source did not have
until this commit adds one.

Along the way, six things in the half-finished migration that did not work:

  - `precitest`/`precover` called `rimraf`, which had been removed from
    devDependencies - `sh: rimraf: command not found`, so CI's unit-test step would
    have failed. They are `rman clean` now.
  - `.husky/pre-commit` ran `npm run format`, a script that no longer existed, so the
    next commit in this repository would have been refused. It is `rman format`.
  - test.yml's paths filter read `/src/**` and `/test/**`. A leading slash is not in
    GitHub's documented filter syntax, so those patterns matched nothing and a push
    to dev touching only source ran no tests at all - silently, which is the failure
    worth ruling out.
  - test.yml still used gh-setup-node@v1 and called `npm run lint`, `npm run check`
    and `npm run compile`, all three of them deleted scripts.
  - `typescript` was declared nowhere and resolved only as a transitive peer of
    typescript-eslint.
  - `private: true` had to come off or `rman publish` skips the package outright; a
    `prepublishOnly` guard replaces what it was actually protecting, and it is
    measured to stop a stray `npm publish` from the source tree.
