Document pinning the major version when installing (#105)

The README had no installation instructions, so CI scripts copying its
snippets had nothing telling them how to install the tool.  Now that the
project is at a stable 1.0, add an Installation section recommending
`pip install 'extremal-python-dependencies<2'` so CI picks up new
features and bug fixes while staying insulated from breaking changes in
a future 2.0 release.
