Add the release-build, secret and Dependabot rules to the release guide

RELEASING.md now says why the release workflow restores no build cache, that a repository keeps only the secrets its workflows use (delete a retired secret and revoke the credential where it was issued), what to do with Dependabot's pull requests into sandbox, and gives adopters one hardening checklist to go through before their first release.
